Senior Delay Analyst, Claim Specialist
A civil engineer with more than 20 years of experience in contract administration, project controls, project planning, cost control, critical path analysis (CPA) and forensic schedule delay analysis. Familiar with FIDIC, JCT, NEC, re-measurable, design-build and other bespoke forms of contracts and adept at Primavera P6, Asta Powerproject, Microsoft Project, Primavera Claim Digger, Microsoft Office, AutoCAD, Aconex and Microsoft Dynamics NAV ERP software. Specialised in the preparation and valuation of extension of time and money claims for scope changes, acceleration, prolongation, disruption and in the examination of such claims presented by others.
Major projects are a billion USD 950 MW Combined Cycle Gas Turbine Power Plant EPCC Project; a 933 million Euro 63 kilometres Commuter Rail Project; a 920 million USD 15 million passenger per year Greenfield Airport Project; a 251 million Euro 112 km IBRD (World Bank) financed Concrete Road Project; a 42 million USD Treatment of Oily Water Slops and Bilge Water from Crude Oil Tankers EPC Project; a 16.5 million Euro IPA financed Water and Wastewater Project; and various infrastructure works at military facilities in Azerbaijan, Iraq, Kazakhstan, Pakistan, Turkmenistan and Turkey.
Experience includes detailed research, chronology narration, responsibility assessment, source validation, identification and quantification of delay, concurrency, mitigation and constructive acceleration. Involved in the defence and rebuttal of claim submissions and assisted to expert witnesses during ICC and ICSID arbitrations.
Prior to joining Mott MacDonald, worked as a contract and claims consultant on quantum and delay issues at HKA, former Hill International Claims Group, during both execution and dispute resolution (arbitration) phases of the projects.
As a firm believer in lifelong learning, in addition to a Bachelor’s degree in Civil Engineering, earned a Master of Laws (LLM) in Construction Law and Arbitration and an MBA degree.
Fluent in Turkish and English as well as intermediate level Italian and Russian.
